The system of record for every cert Whitestar has ever issued — same format as James Bird's PTA+WMD cert. Auto-issue, auto-submit to BSIS, renewal automation, employer verification, revocation with audit trail.

Real CRM fields — LTV, course progress, certs earned, support history, communication log. Not a roster. Built so renewals and upsells become predictable revenue, not chase.

Why this changes how Whitestar operates

Today the operation lives across spreadsheets, email, BSIS portals, and your head. This consolidates it — and the consolidation is what unlocks scale.

Compliance becomes automated, not manual. Every issued cert auto-submits to BSIS, every Live Scan failure flags the right student, every revoked cert blocks re-enrollment without a human gate.
Renewal becomes recurring revenue. 142 certs expire in the next 60 days. The system pre-emails them with a discount code already attached — that's a ~$11K MRR opportunity captured automatically every quarter.
Onboarding a partner stops being a project. Today, white-labeling a school takes weeks. Here it's seven days, automated. Five partners are already running on this model in the prototype.
SB 652 becomes a wedge, not a threat. The platform routes the in-person PTA hours to the right Whitestar-approved location. STC, GuardCardCourses, and OSOS can't follow without rebuilding from scratch.
Mark's time goes back to selling. The dashboard surfaces only what needs you — refund approvals, BSIS audit requests, partner sign-offs. Everything else runs without you.

How this supports the white-label expansion

The white-label / partner portal isn't a feature — it's the moat. Every partner Whitestar adds is a moat-deepening event.

AEach partner = recurring revenue × 2

Whitestar collects (1) a SaaS subscription ($299–$999/mo for the platform) and (2) a 25–30% revenue share on every cert sold. Five active partners contribute $42K MRR today. Fifty would be $400K+ MRR.

BCompliance stays Whitestar's IP

Partners customize the brand experience but cannot edit the BSIS-aligned curriculum or cert template structure. Whitestar's PPO 120101 + PI 24105 license stays the trust anchor — partners borrow it, they don't replicate it.

CMulti-state extension is mostly content, not engineering

The same platform expands to Texas DPS Level II/III in Q3 2026, Florida FDACS Class D in Q4, and 50-state employer SaaS in 2027. The roadmap is built into the data model.

DPhase-3 employer SaaS is the LTV layer

Allied Universal, Securitas, GardaWorld want to verify cert status, push trainees through onboarding, and renew at scale. A $99/$299/$999/mo employer subscription on top of every partner network is sticky monthly revenue. That's what makes this $3M+/year in 24 months.

What Phase 2 development requires

This prototype demonstrates the design and information architecture. Going from clickable to live is a six-track Phase 2 effort — already scoped in the $145K Full Go proposal.
